  1. 2) According to Marti, countries are composed of educated and uneducated sectors. The uneducated are lazy people who do not care much for intellectual matters. They will govern "by their habit of attacking and resolving their doubts with their fists." These people want to be governed well, but if they are wronged by the government, they will take it into their own indecent manners of solution.
Marti also believes that proper education comes from knowing because "to know is to solve." Students should learn the art of governing by way of understanding the political factors of their countries.
